He previously worked with Coopers & Lybrand and later PricewaterhouseCoopers as a Senior Management Consultant in Tanzania and the UK. MAJOR ASSIGNMENTS

 

2005 Lower Kihansi Environmental management Project (LKEMP) – Training of District and Community Officials on Operational Guidelines for LKEMP Community Subprojects under the Landscape Wide Conservation Plan

Managed the assignment to training district and community officials in operational guidelines for community grants to be provided by the Lower Kihansi Environmental Management Project (LKEMP) in riparian districts of the Kihansi river - an IDA financed project. The work involved developing training modules and conducting training in theoretical and practical sessions.

2004 Marine and Coastal Environmental Management and Conservation Project  - Procurement Planning

Was responsible for preparation of procurement arrangements during the preparation phase of the MACEMP – a project to be financed by a credit from IDA, the Global Environment Facility (GEF), the Government of Japan and the Government of Tanzania. One of the objective of the project is to empower communities in the coastal areas in environmental management and income generation sub-projects through participatory approaches.

2004 – 2005 Lower Kihansi Environmental management Project (LKEMP) – Development of Operational Guidelines

Managed the assignment to operational guidelines for community grants to be provided by the Lower Kihansi Environmental Management Project (LKEMP) in riparian districts of the Kihansi river - an IDA financed project. The work developing the criteria for the selection of villages, farmer groups and subprojects; documenting guidelines on capacity building at district and village levels; designing the implementation arrangements of the Landscape-Wide Conservation Plan; describing the subproject cycle; describing the subprojects appraisal and approval process; and establishing the monitoring and evaluation framework.

2004 Lower Kihansi Environmental management Project (LKEMP) – Financial Management and Procurement Procedures

Managed the assignment to develop financial management and procurement procedures manuals for community sub-projects that will be supported by Lower Kihansi Environmental Management Project (LKEMP) in riparian districts of the Kihansi river - an IDA financed project. The work involved developing the manuals and developing training modules for the sub-projects.

2004 Participatory Agricultural Development and Empowerment Project (PADEP) – Monitoring and Evaluation System

Undertook an assignment to design and develop a monitoring and evaluation system for PADEP – a project financed by a credit from IDA and the Government of Tanzania. The objective of the project is to empower communities and farmer groups in agricultural sub-projects through a participatory approach.

2004 Tanzania Social Action Fund (TASAF) – Information Systems Strategic Planning

Directed the assignment to develop a systems strategic plan for TASAF, a fund which is financed by a credit from IDA and the Government of Tanzania. The objective of the fund is empower communities in over 130 districts across Tanzania mainland and Zanzibar to identify plan and implement community development initiatives that improve social services and public works and in the process provide the disadvantaged section of population with earned income to pull them from poverty. The Information Systems covers all local government and sectoral ministries that are involved in the fund’s interventions.

2004 Medical Stores Department – Business Continuity Planning and Disaster Recovery Planning

Directed an assignment whose objective was to develop the Business Continuity Plan for the core ICT system of the Medical Stores Department – the largest distributor of medicine and medical equipment in Tanzania. The assignment also included development of ICT policies, security policies and e-business policies.

2004   Tanzania Investment Bank – Business Continuity and Disaster Recovery Planning 

Directed an assignment whose objective was to develop the Business Continuity Plan for the core ICT system of the Tanzania Investment Bank. The assignment also included development of ICT policies, security policies, Internet usage policies and e-banking strategy.

2003-2004 Prime Minister’s Office  - Agricultural Marketing Systems Development Programme (AMSDP): Financial Management and Procurement Procedures

Directed an assignment to develop financial management, procurement and monitoring and evaluation systems for the Agricultural Marketing Systems Development Project. The specific role included to design the system components of the project and to manage a multi-disciplinary team of consultants.

2003  Vice-Presidents Office – LKEMP: Design and Implementation of a Management System

Directed an assignment to develop a financial management system for the Lower Kihansi Environmental Management System under the National Environmental Management Council. His specific role was to specify and design the ICT specific components of the project.

2001  Ministry of Natural Resources and Tourism - Tanzania Forest Conservation and Management Project (TFCMP): Development of a financial management system

Directed an assignment to develop a financial management system for the proposed Forest and Bee Keeping Executive Agency - a World Bank Financed Project.

2002  Ministry of Agriculture and Food Security – National Agricultural Extension Project (NAEP)

Directed an assignment to develop a financial and procurement management system for the IDA Credit Financed Project.

2001  Tanzania Commission for Science and Technology: Assessment of Information Infrastructure in Tanzania

Edwin was a member of a multi-disciplinary team that undertook the assessment of information technology and internet connectivity in Tanzania with a view to recommend actions to be taken to reduce the digital divide in Tanzania. The assignment is sponsored by INFODEV of the World Bank. My role is to develop research instruments, and to develop alternatives for the national information and technology deployment strategy.

2001 Tanzania Agricultural Research Project (TARPII): Development of Research Information and Documentation System

Edwin project managed the assignment to develop a research information and documentation system for this World Bank sponsored project. His role and responsibilities included managing a team of four consultants, establishing computerisation and Internet enabling systems requirements, and recommending technology options.

2001 River Basin Management and Irrigation Project (Ministry of Water) (RBMSIIP): - Development of a Financial and Procurement Management System   

Edwin project managed the assignment to develop a financial and procurement management information system for this World Bank funded project. His roles and responsibilities included leading a team of three consultants, developing detailed systems requirements, selecting software, undertaking detailed planning for computerisation, and project managing the implementation

1999 Small Industries Development Organisation (SIDO) – Development of a Financial Management System and Internal Audit Manual

Edwin was a lead consultant in the development of a financial management system for SIDO, the biggest organisation responsible for small industries development in Tanzania. Following its restructuring to assume some micro-financing functions the organisation required a new system. The project was sponsored by the German Technical Cooperation Agency (GTZ). The responsibilities included leading a team of three consultants; undertaking detailed planning for computerisation, and project managing the implementation.

1999 General Tyre East Africa Limited: Assessment of the Benefits for Implementing an ERP System

Was a lead consultant in detailed assessment of the benefits of implementing an Enterprise Resource Planning system for this client. The work involved identifying and quantifying possible likely benefits and costing the project. It also involved developing an implementation plan. The client retained PricewaterhouseCoopers to undertake implementation.

1999 Tanzania Telecommunications Company Limited – Due Diligence for Information Systems

Was a member of the team that undertook due diligence work for TTCL in preparation for its privatisation. Until recently, TTCL was the sole provider of telecommunications, services in Tanzania. Currently it is the only company providing landline and international exchange services in Tanzania. My specific roles was to review the status of all computerised  financial management systems that included accounting, procurement, billing and the billing part of telephone exchanges.

1997 Tanzania Agricultural Research Project (TARP II) - Systems Strategy

Was a member of a multi-disciplinary team that was commissioned by the Royal Netherlands Government (on behalf of the World Bank) to undertake a study to strengthen the financial management capacity of the institutes under the Department of Research and Training of the Tanzanian Ministry of Agriculture. Specific roles included establishment of systems requirements for the institutes, definition of linkages from institutes through zones to the head office, identification of staffing and skills requirements, and specification of software and hardware requirements.

1996 – 1997 Tanzania Electric Supply Company Limited - Assets Revaluation Study

Was a member of the multi-disciplinary team commissioned by the British Overseas Development Agency (ODA) to undertake asset revaluation for TANESCO. Specific responsibilities included local coordination of valuers and engineers, selection and subsequent implementation of a Fixed Assets Register.

1996 Tanzania Harbours Authority: Office Automation Study

Was a lead consultant on an office automation study that lasted three months. The objectives were to provide the functional and technical design for information system that caters for 11 directorates at the head office and 13 departments at the Port of Dar es Salaam.

1995 The Royal Netherlands Embassy: Tactical ICT Planning for Kilombero Sugar Company and Mtibwa Sugar Estates

Lead consultant in a team that undertook the review of computerisation projects sponsored by the Dutch government.

1995 Ministry of Works/Diwi Consult Gmbh: Systems Selection and Implementation

Was responsible for selecting financial management software for a Kilimanjaro Road Maintenance Project funded by the German Agency for Technical Co-operation (GTZ). The assignment involved selecting suitable software after reviewing a number of financial software packages against the Statement of Requirements Analysis.

1995 Rehabilitation of Dar es Salaam Water Supply System - Financial Systems Selection

Managed the selection of financial management systems for and on behalf of the National Urban Water Supply in a project sponsored by the World Bank.

1995 BP (Tanzania) Limited: Development and Implementation of ICT Strategy

Was a member of a team that developed an ICT strategy for this largest oil company in Tanzania.  Specific roles included data gathering and analysis, and implementation of the strategy.

1995 Tanzania Coconut and Cashew Tree crops Project: Implementation

Was a member of the team involved in the implementation of financial and business systems for the above client. The specific roles included systems design of the financial modules.

1995 Estates Department, University of Dar es Salaam - system selection and implementation

Was a lead consultant for an eight-month project analysing organisational needs, selecting software and managing the implementation of the systems.

1995 Brooke Bond Tanzania Limited - Computer Audit

Was responsible for computer systems audit as part of the normal audit for this client.

1994 Hill Samuel Bank: Business Process Re-engineering

Was a member of the team that undertook Business Process Re-engineering (BPR) assignment for the European division of this Australian bank. Edwin’s role was to undertake data analysis of breakpoints in the process.

1994 The Church Commissioners for England

Designed and implemented a financial reporting system using PlusPlan software - a proprietary Coopers & Lybrand financial modelling and consolidation software.

1994 Coopers & Lybrand (UK): Software Development and Testing

Was responsible for testing and writing a manual for an add-in to the recent release of PlusPlan financial modelling, forecasting and consolidation software.

1993 General Tyre (E.A.) Limited: Systems Selection

Was a member of the team that undertook systems planning exercise to establish systems requirements and prioritisation for this major tyre manufacturing company in East Africa. The assignment included recommendations for preferred software package, hardware architecture and procurement approach.

1993 Tanganyika Coffee Curing Company Limited: ICT Strategy

Managed the assignment to develop the Information Technology strategy for this largest coffee curing plant in East Africa.  This involved aligning the ICT objectives with the long-term business objectives, identifying systems appropriate to fulfil the ICT goals, developing a work-plan for the company, defining the technology infrastructure, training programme and laying down a procurement approach.

1993 The National Bank of Commerce - Reconciliation

Was responsible for providing information technology support to a Coopers & Lybrand financial services team of consultants that undertook the clearing of long outstanding suspense and Nostro accounts for this largest retail bank in Tanzania.  This involved developing a computer programme to facilitate reconciliation.

1993 Tanzania Harbours Authority - Information Systems Tactical Planning

Was responsible for the detailed work of reviewing the current provisions of information systems and the extent to which they meet the business needs.  The study culminated into a tactical systems plan that formed a basis for a long term ICT strategy.

1993 UNDP: Computer Security Review

Was a lead consultant in the review of security for the Nude’s computerised financial systems at their Dar es Salaam office.

1992 Tanzania Tobacco Processing and Marketing Board: Computer Feasibility Study

Was a member of a team that undertook a computer feasibility study for this sole processing and marketing agent of Tanzania tobacco.

1992 National Chemical Industries Limited: IT Feasibility Study

Was a member of a team of two consultants who undertook the feasibility study of computerising this group company along with its 10 subsidiaries.  This involved identifying systems requirements across the group, preparing the computerisation work programme and costs and benefit analysis.  Also prepared a computer awareness course for senior managers as part of the strategy initiation.

1991 Twiga Chemicals Limited: IT Feasibility Study

Was responsible for undertaking detailed work in assessing the suitability of computerising this fair sized chemical manufacturing company.

1991 Tanzania Cotton Marketing Board: Systems Selection

Was a member of the team that undertook systems selection for this organisation.  Specific roles included establishing detailed requirements for inventory control and order processing systems.

1991 Tanzania Tea Blenders: Systems Selection

Undertook a review of computerisation at this organisation and recommended alternative software solutions.  This involved developing a mini-strategy along the Coopers & Lybrand local firm's ASSP methodology.

1991 Institute of Production Innovation: Implementation of Accounting Systems

Undertook the detailed work in the implementation of purchase, sales and general ledgers of Pegasus accounting software in DOS environment.

1991 Ministry of Agriculture - National Agricultural and Livestock Research Project (NALP):

Was a member of the team that undertook implementation of a department general ledger and a project ledger for the department of research and training - Ministry of Agriculture of the United Republic of Tanzania.

1991 Total Tanzania Limited: Computer Security Review

Was responsible for undertaking detailed review of computer security position for this medium-sized oil company.  This involved review of IT management, systems delivery, mini-computer and personal computer environment.

1990 Esso Tanzania Limited: Systems review and Systems Selection

Undertook the detailed work in the system review and selection assignment for this medium- sized oil company.

1990 INCAR Tanzania Limited: Systems Selection and Implementation

Undertook the work of establishing detailed user requirements and reviewing demonstration software for the client. The deliverable was a set of detailed recommendations for software modification to suit the user requirements. Was responsible for undertaking the detailed implementation work for the financial systems in the Apple Macintosh environment.
